Position: Repairs and Maintenance Team Leader
Location: Council Offices, Southfield Road, Loughborough, LE11 2TX
Start Date: ASAP
Contract Duration: 6+ Months
Working Hours: 37 hours per week
Pay Rate: £16.70 Per hour

Job Responsibilities
Property Inspection & Diagnosis
Carry out inspections of council-owned properties to assess damp, mould, condensation, and water ingress
Identify root causes, including building defects, ventilation issues, heating performance, and environmental factors
Assess risks in line with the Housing Health and Safety Rating System (HHSRS), particularly for vulnerable residents
Remedial Works & Specification
Diagnose defects and specify appropriate remedial solutions, including repairs, damp proofing, ventilation, insulation, and mould treatment
Produce clear schedules of work, technical specifications, and cost estimates
Ensure all recommendations comply with Building Regulations, housing standards, and council procedures
Tenant & Stakeholder Engagement
Communicate findings clearly and sensitively to tenants
Provide technical advice to housing officers, repairs teams, complaints teams, and environmental health colleagues
Support early intervention to prevent repeat issues
Compliance & Quality Assurance
Ensure compliance with the Housing Act, HHSRS, Building Regulations, and council policies
Inspect works during and after completion to ensure quality and effectiveness
Provide technical input for complaints, Ombudsman cases, and legal disrepair claims
Records & Continuous Improvement
Maintain accurate inspection records, reports, and photographic evidence
Identify trends across the housing stock and recommend service improvements
Support updates to damp and mould procedures and guidance
Person Specification
Must-Have Requirements
Proven experience surveying damp and mould issues in social housing or local authority settings
Strong knowledge of residential building pathology and construction methods
Good understanding of housing legislation, HHSRS, and landlord responsibilities
Experience working in occupied properties and managing sensitive tenant situations
Ability to work independently and manage competing priorities
Full UK driving licence
Eligibility to work in the UK
Nice-to-Have Requirements
Qualification in Building Surveying, Construction, Property, or related discipline (HNC/HND or degree)
Training or certification in damp, mould, or building pathology
Experience contributing to policy development or service improvement initiatives
